VACANCY ANNOUNCEMENT REGIONAL REPRESENTATIVE Duty Station: IUCN Regional Office for South America, Quito, Ecuador (SUR). Reporting to: Global Programme Director on a day-to-day basis and to the Director General. Duration of appointment: Initial contract for three years, renewable. The Regional Representative for IUCN for South America is the head of the Regional Office based in Quito, Ecuador. He/she represents the Director General of IUCN in all the countries of the region and to all governmental, non-governmental, regional and international organisations located in South America. He/she is responsible for providing overall strategic guidance to, and leadership of, the Regional Office, working in close collaboration with the IUCN regional Councillors and regional and national Committees. The Regional Representative is responsible for maintaining contacts with the governments, IUCN Councillors and members in the region, ensuring their contribution to the development of the programme of IUCN at both global and regional level. He/she will also be responsible for the future development of the governmental and non-governmental membership in the region, as well as of the partnerships in support of the Union's mission. The Regional Representative is responsible for the management of the Regional Office and of the specific projects administered by the office. He/she is also responsible for the general administration of the Regional Office and for the financial issues that are managed by it. The responsibilities and functions of the Regional Representative are: 1. To represent IUCN in a way that promotes the mission of the Union and helps to strengthen its position in the region. 2. To work closely with members, potential members, governments, members of the Commissions, and other partners at national and regional level. He/she will work actively to expand the membership in South America. 3. To support the members in the organisation of regional meetings and other events and to work closely with the regional Councillors. 4. To provide overall strategic guidance and leadership for the work of the IUCN secretariat in South America. 5. To lead and manage the IUCN Regional Office as a dynamic and effective team of committed professionals. 6. To maintain close links with the staff of IUCN-HQ, including the technical staff, so that they can contribute more effectively to the work of IUCN in the region. 7. To work with the national members' Committees and with the regional members' Committee to prepare the Triennial Programme and the Annual Work Programme of the Union in the region, drawing upon the contributions that members and Commissions produce through these committees. 8. To maintain good relations with the donor community in the region in order to obtain support for the regional programme of IUCN and the activities of IUCN members, and promote the incorporation of conservation principles in development programmes. 9. To develop and maintain relations with the private sector. 10. To oversee effective administration of the activities of the IUCN Secretariat in the region, including the financial management and accounting of its activities. 11. To supervise the recruitment of staff for the Regional Office and for the activities of IUCN in the region. 12. To make the necessary arrangements for the visits to the region, of the President, the Director General and other IUCN staff. 13. To perform any other work-related tasks that the Director General might require. Requirements for the position: 1. Post-graduate studies in a related area. 2. At least 10 years of relevant professional experience. 3. Broad experience in and proven commitment to conservation and development issues in Latin America, especially in relation to the management of programmes and technical projects related to the region. 4. Proven ability to manage programmes related to a range of environmental themes (green, brown, blue). 5. Awareness of social and economic factors influencing the environmental bottom line. 6. Proven ability to represent regional interests related to the Biodiversity and Climate Change Conventions. 7. Knowledge of and experience in transboundary environmental coordination (e.g. Amazon) and in this context interest in/ understanding of issues in environmental law. 8. Strong abilities in communication, networking and management, in order to foster high level institutional relations with government members, NGO directors and staff of agencies that support development issues. 9. Capacity to facilitate dialogue and negotiation among all sectors working in the environmental field. 10. Leadership capacity and ability to work with multi-disciplinary groups and relate with other professionals. 11. Fund-raising abilities. 12. Capacity to analyse and systematise information. 13. Spanish, English and Portuguese fluency. 14. Computer literacy (Word, Excel, PowerPoint, etc.). Initially the incumbent is expected to travel extensively in order to have a first hand familiarity with the programmes of IUCN's regional membership.
